The role
To lead, as NRWs subject matter expert, on data integration, interrogation, visualisation and building operational views and dashboards; providing a specialist steer on reporting and integration of evidence so that it supports SMNR, informs operational decisions and policy development and creates process efficiencies.
To contribute to development of NRW's Knowledge, Data and ICT Strategies and define the improvement and service plan for delivering NRW's corporate approach to integrating data to create interpreted custom views of our data assets.
As an organisation we support flexible working. You will be contracted to the nearest NRW office to your home and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

About us
The role sits within the Master Data Team that is part of the new Digital, Data and Technology department within Finance and Corporate Services.
This is a technical role that has system owner responsibility for the licensing, governance, maintenance and continual development of NRW’s infrastructure and IT applications that are used for data integration, data transformation and reporting. This core infrastructure helps us to maximise the use and re-use of our evidence base; delivers efficiencies; supports all decision making across NRW activities and helps NRW to deliver integrated evidence in support of SMNR. Provide Subject Matter Experts, Data Custodians and Information Asset Owners with clear direction on the design and implementation of operational reports and visualisation at all levels, including senior managers and the NRW board.
What you will do
- Be the technical lead for NRW's approach to creating custom views, reports and dashboards; defining and managing a large and complex program of work that enables the creation of custom views for a complex and wide range of business activities and users.
- You will be the technical point of escalation with responsibility for dealing with novel and complex data integration, automation or reporting issues for NRW.
- Provide professional advice in your field of expertise to steer NRW’s ICT, Data and GIS strategies and plans; working closely with colleagues in ICT to deliver these (e.g. application support and infrastructure managers, ICT architects, digital manager).
- Undertake health and safety duties and responsibilities appropriate to the post

Your qualifications, experience, knowledge and skills
In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method.
1. Expert knowledge and experience of leading on operational reporting, dashboards, visualisation or business insights at an enterprise/corporate level.
2. High level of technical expertise in managing tools and applications used for integrating and presenting data (e.g. Export transform load tools such as FME SSAS, SSIS, query and report building tools such as Power BI, SSRS, ArcGIS Online).
3. Excellent project and program management skills and proven experience of delivering data or IT projects within time cost and outcome thresholds.
4. Experience of managing or delivering data or IT governance frameworks and processes; including chairing governance boards or task and finish groups.
5. Understanding of governance within an ITIL framework would be an advantage.
6. Knowledge of the technology and policy developments that present opportunities or constraints to our approach to creating operational views of evidence, visualisation, business insights and dashboard reporting.
7. Knowledge of current legal and industry standards and implementation and compliance in a data management context.
8. Experience of running IT or data change projects and an understanding of risk management.
9. A good grounding in data, computer, natural or environmental science. A professional qualification would be an advantage.
10. Member of relevant environmental, IT or data management profession is desirable but not essential.
Welsh language level requirements
- Essential: A1 - Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh) previous Level 1
