The role
The post holder will protect and enhance the environment by effective and efficient regulation of closed landfill sites. The role will work with local regulatory officers and landfill operators to improve operations on site. The work will initially focus on higher risk sites to identify and deliver improvements through regulation and influencing.
Through application of our Regulatory Principles, the post holder will be expected to ensure compliance with regulatory requirements, undertake proportionate enforcement action and achieve tangible multiple benefits from our regulatory interventions.
The post holder will also work with the Operations Lead for landfill and the EPP Lead for landfill to develop and deliver a number of pieces of work to manage and work with other parties to help improve closed landfill regulation.
There will be some degree of travel as the role in the North East will cover regulation of closed landfill for North East, North West & Mid Wales.
Whilst the role is based in North East Waste Regulation Team, there will be a requirement for the Senior Officer to work with the other Waste Teams to deliver closed landfill regulation for Wales as a whole. This will include inputting into area work plans and attending other team meetings.
As an organisation we support flexible working. You will be contracted to an NRW office within the place base / location above and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

What you will do
- Assess compliance at closed landfill sites.
- Take appropriate actions to collect evidence for enforcement purposes, in accordance with defined procedures.
- Where non-compliance is identified, recommend the most appropriate intervention option to ensure operators return to compliance as quickly as possible, with minimum environmental impact and consideration of the economic impacts.
- Assist in the development of medium-term regulatory strategies for regulated sites.
- Routinely lead our response to large or contentious cases/issues.
- Co-ordinate pre-application discussions with Operators and NRW Permitting Teams to aid timely, efficient and good quality permit variations, applications and surrenders.
- Work with Operators to develop medium-term regulatory strategies for the installations, including engagement with senior managers and executives within companies, to deliver multiple benefits.
- Be required to participate in technical/ strategic groups or represent NRW on external forums e.g. UK regulators’ sector groups, as required.
- Contribute to NRW Sector Groups and cross-agency sector groups as required to aid adoption of consistent regulatory approaches and the dissemination of good practices to the benefit of the environment.

Your qualifications, experience, knowledge and skills
In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method.
- Extensive knowledge and experience of either working in a regulated industry or as a regulator, including an understanding or working knowledge of landfill/closed landfill regulation.
- Good understanding of commercial business processes and pressures.
- Ability to communicate effectively with regulated business and the public, explaining complex issues and gaining support by influencing.
Welsh language level requirements
- Essential: Level A1 – Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh)
- Desirable: Level B2 – Upper intermediate level (able to discuss work matters)
