The role
Since the introduction of Landfill Disposals Tax (LDT) in Wales in 2018, the Welsh Revenue Authority (WRA) has been working in close partnership with Natural Resources Wales (NRW) to collect and manage the tax (background can be found on the intranet & WRA website). This is an exciting opportunity to work closely with WRA, building on foundations established over the last 7 years and to contribute to the delivery of the joint strategy between the two organisations.
Drawing on your knowledge and experience of the waste industry, regulation, and crime in Wales you will collate evidence and build tax cases to assist WRA officer’s investigations into illegal waste disposal activities where the Unauthorised rate of Landfill Disposals Tax (known as UDT) applies.
Since the WRA issued their first Preliminary Notices, over £370,000 has been charged demonstrating that this tax has the potential to be a “gamechanger” in tackling Illegal Waste Sites (IWS’s) and changing behaviours within the waste sector. You will influence and advise NRW waste regulatory and enforcement officers and managers across Wales on the use of UDT referrals to complement NRW’s enforcement response. You will also contribute to assessing opportunities and risks associated with different potential operating models for the collection of this tax moving forward.
Working with WRA will provide you with opportunities to develop new knowledge and skills by accessing WRA training and development opportunities. You will also build a network across other regulatory and tax bodies across the UK where you will share experience and learning.
We are looking for someone with excellent communication, interpersonal and persuasive skills with an ability to foster and maintain good relationships and networks. As an organisation we support flexible working. You will be contracted to the nearest NRW office to your home and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

What you will do
- Analyse NRW incident and enforcement data to identify waste incidents and cases that can be passed to the WRA for perusal of Unauthorised Landfill Disposals Tax.
- Gather evidence from NRW waste regulatory, enforcement and intelligence functions to prepare into packages that can be referred to Welsh Revenue Authority.
- Ensure compliance with relevant data protection and information sharing law and be responsible for maintaining good governance.
- Influence and advise NRW waste regulatory and enforcement officers and managers across Wales on the use of Unauthorised LDT referrals to complement NRW enforcement to support and enhance risk-based decision making.
- Compile and interpret business information for WRA and the delegation to help inform the strategy and policy.
- Work with Fly Tipping Action Wales and others to influence local authorities across Wales on the use of Unauthorised LDT referrals to support their Fly Tipping Enforcement functions.
- Provide specialist advice and coach NRW officers on best practice evidence collection techniques and enforcement options.
- Develop a specialist in waste volumetric evidence collection techniques.
- Production of relevant procedures and documentation.
- Liaise with internal and external stakeholders such as Local Authorities.
- Contribute to multi agency enforcement networks to gather and share information as appropriate.
- Support WRA on the collection of Authorised LDT as required.
- Undertake health and safety duties and responsibilities appropriate to the post

Your qualifications, experience, knowledge and skills
In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method.
- Knowledge and experience of undertaking investigations with extensive knowledge and experience of regulatory and enforcement processes.
- Good understanding of commercial business processes and pressures.
- Experience of developing processes, writing briefing notes and reports.
- Ability to use a diverse range of information from a range of sources to make decisions and to prioritise cases.
- Ability to communicate and influence effectively with internal and external stakeholders at operational and managerial levels.
- Experience of coaching and mentoring with ability to explain complex issues.
- Knowledge of Environmental Permitting Regulations, Environmental Protection Act and Landfill Disposals Tax Act legislative regimes.
- Experience in handling and managing sensitive information and intelligence.
- Ability to adapt to conflicting demands and able to use good judgement to achieve the objectives.
Welsh language level requirements
- Essential: Level A1 – Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh)
- Desirable: Level C1 - Proficiency level (fluent Welsh speaker)
