Industry & Waste Regulation Officer (Landfill Emissions Reduction Project)

As an organisation we support flexible working. This role allows hybrid working (a mix of home and office working) and a working pattern suitable for you can be discussed on appointment if you are successful.
You will be contracted to the nearest NRW office to your home, of which you will be required to attend for regular meetings, training and for one-to-one meetings with your manager. These will be planned in advance.
Job Description
The post holder will be the responsible for collecting and managing the data collected as part of the Landfill Emissions Reduction Project. The project will comprise of a small team looking at identifying and addressing areas where improvements in operations can reduce the amount of landfill gas released into the atmosphere.
This will include a programme to gather previously uncollected data from all landfill operators to help deliver Welsh Governments Net Zero ambitions.
Landfills contribute around 2% of all Carbon emissions in Wales, and this project aims to make significant reductions to these emissions.
The primary purpose of this role is to gather information and data from all landfill operators to ensure we have an accurate picture of performance across the sector. This will include liaison with operation landfill sites, and with sites which may have been closed for a number of years. Whilst the role is focused on data collection from these sites, it will require the post holder to liaise directly and regularly with site operators to help them understand why the collection of this data is so important.
The post holder will also assist others within the team in the collection and interpretation of monitoring data relating to the sites, to help inform areas for further investigation.
The project offers an opportunity to make a real reduction in Wales’ Carbon emissions, and the collection and management of this data is vital to delivering the project aims. As well as reducing Carbon emissions, the data collected as part of this project will help inform Welsh Governments policies for delivering Net Zero in the sector.
Responsibilities
Your responsibilities include:
- You will provide expertise to a defined area or function undertaking a range of work that supports regulation and environmental responsibilities of NRW.
- You will refer to procedure manuals, relevant statutory codes and legislation in undertaking the work, undertaking analysis and interpreting requirements as necessary.
- You will process and analyse non-routine information that has an element of complexity and will be of a technical nature.
- You will undertake work within a discrete area although the work has the potential, if carried out incorrectly, to impact across other subject areas and third parties.
- You will determine how best to achieve results by applying technical judgment and creativity, altering priorities if there are conflicting demands.
- You will be responsible for the safe use and keeping of tools and equipment required to undertake your role.
- You will realise your contribution by applying the principles of SMNR to your work; in how you think, plan and deliver activities.
- You will be expected to work with teams and individuals from across NRW, sharing your expertise and insight to solve complex problems. You will support collaborative working with partners and sector organisations, focussing on shared priorities.
- You are responsible for complying with the policies, procedures and processes that relate to your role.
- You are responsible for ensuring that all financial transactions undertaken by yourself represent value for money and meet the requirements of the organisation.
- Required to take part in incident response activities
Qualifications, Experience & Knowledge
Knowledge and experience of the following:
- You will have a degree level qualification in a relevant subject area or the equivalent level of knowledge.
- You will have subject matter expertise within a defined area that enables you to provide guidance to others.
- You may not be a subject matter expert in all areas but will have a sound understanding and appreciation of the work of the wider function.
- You will have good literacy, numeracy and communication skills including well developed customer facing skills.
- You will have analytical skills that enables you to process and analyse technical information.
- You will have good inter-personal and influencing skills and able develop and sustain good working relationships.
- You will, ideally, have previous supervisory experience.
Welsh Language Requirements:
Essential Level 1 – able to pronounce Welsh and use basic phrases
