Tackling Waste Crime Senior Advisor

Contract type: Fixed Term appointment until 31 March 2025

This post will be offered as a permanent contract. The role itself is time limited until 31 March 2025 at which point your role could be extended, made permanent, or you could be redeployed to our pool of special project managers / advisers or redeployed to another suitable role.

Work pattern: 37 hours per week, Monday to Friday.

As an organisation we support flexible working. This role allows hybrid working (a mix of home and office working) and a working pattern suitable for you can be discussed on appointment if you are successful.

You will be contracted to the nearest NRW office to your home, of which you will be required to attend for regular meetings, training and for one-to-one meetings with your manager. These will be planned in advance.

Job Description

To lead and direct the wider business through provision of expert advice, guidance and training to shape/inform our organisational approach to deliver WG and organisational policy for Tackling Waste Crime (TWC).

To support development and delivery of the Waste Crime Action Plan. To take the lead on some national intervention elements of the action plan, engage with partners/stakeholders at the appropriate level and assist with the development of evaluation frameworks.

To work with the dispersed Place based TWC Officers to develop and test novel techniques aimed at tackling waste crime; and to help embed effective approaches more broadly in NRW.

To support the Lead Specialist Advisor with general project management within Tackling Waste Crime.

Implement our Regulatory Principles and SMNR Principles within our Ways of Working by the provision of advice, guidance and training for Tackling Waste Crime.

Responsibilities

Your responsibilities will include:

  • Analyse, design and implement approaches that turn Government Policy and corporate strategies and plans into cost effective and sustainable activity in Wales.
  • Maintain a detailed working knowledge of legislative, technology and market changes that have consequences for waste crime in Wales.
  • Support the development of staff across NRW by applying technical, legislative and regulatory knowledge and experience.
  • Contribute to the delivery of the team’s work plan, business plan, the directorate delivery plan and NRWs corporate plan.
  • Lead on or support national projects to achieve well planned and managed integrated solutions that progress effective change and improvement in NRW and for business across Wales.
  • Apply continuous improvement methods to the work areas you undertake.
  • Develop, review and improve technical documentation, to enable consistent and appropriate understanding and application by staff in the business that enables effective service provision.
  • Act as technical mentor and advisor to TWC team members.

Qualifications, experience and knowledge

You will be able to demonstrate knowledge and experience of the following: 

  1. Knowledge of Welsh, UK and EU legislation/policy drivers related to the Waste sector.
  2. Experience in informing and influencing other regulators and stakeholders to enable effective resolution of environmental issues following the SMNR principles.
  3. Experience in forming and maintaining close links with internal and external partners/stakeholders to deliver the outcomes of both a specific function/project and the wider organisation.
  4. Experience of understanding and applying regulatory activities.
  5. Be able to work at pace and have a track record of delivery.
  6. Being innovative and demonstrating drive to achieve targets.
  7. You will be expected to keep up to date with changing regulatory policy and proposed changes to legislation via membership of a relevant professional body or other equivalent means.

Welsh language requirements:

Essential Level 1 – able to pronounce Welsh and use basic phrases

  • Decisions will require input from line management and peers and an understanding of NRW policy, the impact of which is likely to be wider than the immediate function or department and medium term in nature.
