Senior Enforcement Advisor

As an organisation we support flexible working. This role allows hybrid working (a mix of home and office working) and a working pattern suitable for you can be discussed on appointment if you are successful.
You will be contracted to the nearest NRW office to your home, of which you will be required to attend for regular meetings, training and for one-to-one meetings with your manager. These will be planned in advance.
Job description
The Senior Enforcement Advisor is a crucial role within our Regulation and Permitting department. This is an exciting two-year opportunity to lead on, learn about and conduct work across a broad range of enforcement issues.
You will support reviews of our wide-ranging regulatory activities, conduct reports on our enforcement and sanctioning performance, work with a variety of colleagues to develop policies, guidance and training, and work with others to improve our data and systems.
You don’t need to be from a law enforcement background, but you will need to demonstrate how you meet the requirements of the role. At the application stage we do not expect you to have a thorough working knowledge of the legislative framework in which we operate, but an understanding of the legislation that applies to conducting criminal investigations would be beneficial. If you have relevant transferable skills not related to law enforcement, please tell us about them too.
You may have experience of handling multiple projects at any one time and have strong interpersonal skills that allow you to develop excellent relationships with key stakeholders, both internally and externally We’re looking for someone with good communication skills, an ability to handle a varied workload and who can ultimately deliver successful outcomes.
Responsibilities
Your responsibilities include:
- Be responsible for developing NRW advice to WG and UK Governments on Future Regulation, strategic regulatory developments, ensuring it is fit to deliver SMNR.
- Be responsible for analysing regulatory data and interpreting evidence to effectively underpin the development of future regulation and subsequently develop and test policy options based on that evidence.
- Have experience of one or more of NRW's broad regulatory functional areas and its legislation.
- Have strong communication and organisational skills, as delivery of this work will require working closely with other UK and European environmental regulators to share knowledge and technical understanding.
- Develop, review and improve technical documentation, to enable consistent and appropriate understanding and application by staff in the business that enables effective service provision.
- Establish and maintain working relationships with Welsh Government officials so that we enhance our position as a trusted advisor and are able to influence government policy and future legislation.
- Contribute to the delivery of the team’s business plan, the directorate delivery plan and NRW’s corporate plan.
Qualifications, experience and knowledge
Knowledge and experience of the following:
- Excellent technical understanding of their assigned area of work, with strong analytical skills and experience of managing successful programmes, achieved through substantial work experience in a related field.
- Be able to work at pace and have a track record of delivery.
- Knowledge of Welsh, UK and EU legislation as well as Welsh, UK government Policy drivers relevant to your work areas.
- Experience in informing and influencing government departments/regulators.
- Experience in forming and maintaining close links with internal and external partners/stakeholders to deliver the outcomes of both a specific function/project/team and the wider organisation.
- Experience of understanding and applying regulatory principles.
- Being innovative and demonstrating drive to achieve targets.
- You will be expected to keep up to date with changing regulatory policy and proposed changes to legislation via membership of a relevant professional body or other equivalent means.
Welsh language requirements:
Essential: Level 1, able to pronounce Welsh and use basic phrases
Desirable: Level 3, able to pronounce Welsh in some work situations
