Waste Regulation Team Leader

As an organisation we support flexible working. This role allows hybrid working (a mix of home and office working) and a working pattern suitable for you can be discussed on appointment if you are successful.
You will be contracted to the nearest NRW office to your home, of which you will be required to attend for regular meetings, training and for one-to-one meetings with your manager. These will be planned in advance.
Job Description
The post holder will manage and develop the Waste Regulation team for South West Wales, overseeing delivery of specific projects, enforcement or services to other areas. Ensuring effective and efficient regulation of waste sites and tackling illegal waste activities, by developing annual priorities and work programmes informed by the Area Statement, Well-being Plans and Strategic Steer and guide our regulatory approach to SMNR and delivering Well-being outcomes.
This post will require at least 50% office/site presence.
Responsibilities
Your responsibilities include to:
- Manage and develop a large team of Regulatory and Enforcement Officers and be fully accountable for their performance, contribution, development and well-being, health and safety.
- Using technical specialist knowledge of industry, waste and enforcement, prepare and present your teams’ annual work plan and production of associated performance and assurance reports.
- Be responsible for regulatory decisions at place level, ensuring adherence to the Regulators’ Code and our Regulatory Principles.
- Develop and maintain effective and influential customer relationships (internal and external) at a senior level (e.g. Director level engagement within multinational companies).
- Contribute your technical knowledge and stakeholder management experience to risk-based decision making by the team and the wider business.
- Be responsible for delegated team and project budgets.
- Respond to and manage team’s response to incidents and complaints.
- Incident Response requirements: Required to take part in incident response activities.
Qualifications, experience and knowledge
You will have knowledge and experience of the following:
- Experience of line management.
- Experience of relevant work areas.
- Coaching and mentoring skills.
- Experience of managing contentious issues and community liaison and public engagement activities.
- Strong organisational, time management and interpersonal skills.
- Good understanding of commercial business processes and pressures.
- Ability to communicate effectively with regulated business and the public, explaining complex issues and gaining support by influencing.
- Extensive knowledge and experience of regulatory processes (including enforcement) and incident management.
Welsh language requirements:
Essential: Level 1 – Able to pronounce Welsh and use basic phrases
Desirable: Level 3 – Able to communicate with confidence in Welsh in some work situations or the successful candidate will be expected to develop their Welsh language skills to this level following an agreed training programme.
