Register as a waste carrier, broker or dealer

Registration helps us make sure that controlled waste is transported and disposed of legally and safely.

Who needs to register as a waste carrier, broker or dealer?

If you transport waste as part of your business, you will need to be registered as a waste carrier.

If you arrange for waste from other businesses or organisations to be transported, disposed of, or recovered, you need to register as a waste broker now.

If you buy and sell waste, or use an agent to do so, you need to register as a waste dealer now.

There are two levels of registration – upper tier and lower tier. They are based on organisation type or waste type and not on quantities of waste. You may still be required to register in the upper tier even if you only transport or deal in very small amounts of waste.

How to register as a Lower Tier

You can register online via the links below. There is no charge for Lower Tier registrations.

If you are unable to access the web site to do this, please telephone us on 0300 065 3000 and our staff will assist you and advise you of your registration number.

You can also register by post by completing the lower tier application at bottom of this page. If you are unable to print documents please call us and we will post the documents to you.

Once registered your business will appear on the Lower tier waste carrier and brokers public register.

How to register or renew as an Upper Tier

From the 1st April 2014 you will no longer be able to register Upper Tier Registrations online via the Environment Agency’s website. Natural Resources Wales are presently developing this system which will be available in the coming months.

In the meantime you will need to register or renew by post by completing the upper tier application form which can be found at bottom of this page.

Once registered your business will appear on the Environment Agency's Public Register which Natural Resources Wales is continuing to use as an interim measure.  

What happens after you register?

We will inform you within 15 working days (three weeks) if your registration has been successful. If you apply online it will usually be much sooner.

If we cannot accept the registration for any reason we will let you know.
