Diane McCrea (Chair) 

Diane McCreaDiane McCrea has held a variety of non-executive positions in the public, private and voluntary sectors. Recently she completed her term of office with the Consumer Council for Water, as Chair of the Wales Committee and Vice Chair of the Board for England and Wales.

She has direct experience of developing and delivering strategies and policies that reflect changing needs and aspirations in a range of diverse environments, including water, food, transport, housing, customer service and communications, and publishing.  She has extensive knowledge of evidence based policy, service delivery and improvements for consumers, customers, and the wider public in Wales, the UK, Europe and internationally.

Diane’s early career was in academia at Middlesex University, followed by Which? magazine. Later in her own consultancy she worked with a range of clients, including consumer organisations, regulators, worldwide NGOs, WHO, FAO and The World Trade Organisation.

She is a member of Ofwat’s independent working group on resilience, and in Wales is the Chair of Shelter Cymru.

Dr Madeleine Havard (Deputy Chair)

Dr Madeleine HavardDr Madeleine Havard is an environmental scientist. She studied Zoology and Environmental Studies, and gained a PhD in Estuarine Biology and Chemistry. She has worked in both public and voluntary sector environmental organisations (Nature Conservancy Council, WWF-UK, The Wildlife Trust of South and West Wales), and as a Lecturer in Natural / Environmental Science at Cardiff University. She is currently a part-time Lecturer with The Open University in Wales.

Throughout her career, Madeleine has been involved with a number of environmental and educational organisations in a variety of capacities, from conservation volunteer to Trustee and Chair. Currently she is Chair of Flood Risk Management Wales, and a member of HLF's Committee for Wales.

Madeleine is a member of NRW's Audit and Risk Assurance Committee, and Protected Areas Committee. She sits on the Environment, Community and Knowledge Board Groups.

Sir Paul Williams, OBE, CStJ, DL  

Sir Paul WilliamsSir Paul is a non-executive director of Natural Resources Wales and Chair of the Remuneration Committee and Transitional Advisory Group. He is a member also of the Ministerial Advisory Board for Economy, Science and Transport and the Bevan Commission. He is Bailiff of St David’s and Trustee and Chair of the Audit Committee, St John Cymru Wales, as well as a Royal Voluntary Service Trustee and Chair of the Investment Committee. Sir Paul is a Trustee and Chair of the Royal Masonic Benevolent Institution's Operations Board and a former Chair of the 2025 Think Tank. He is a member of the Commission on Cooperatives and Mutual Societies in Wales and an Associate with Harvey Nash.

Sir Paul's distinguished career in the National Health Service spanned forty five years and included appointments as the Welsh Government's Director General for Health and Social Services and Chief Executive of the NHS. He was the Chief Executive Officer of three NHS Trusts and President of the Institute of Healthcare Management. He is a Companion of the Chartered Institute of Management, a Companion of the Institute of Health Care Management and a Visiting Professor at the University of South Wales. Sir Paul holds a Post Graduate Diploma in Management Studies, an Honorary Doctorate from the University of South Wales and an Honorary Fellowship from Cardiff Metropolitan University. He was High Sheriff of South Glamorgan in 2007-8 and has been Deputy Lieutenant of South Glamorgan since 2010.

In April 2013, he was appointed by Wales's First Minister, Carwyn Jones, to chair the  Commission on Public Service Governance and Delivery. The Commission reported in January 2014, making over sixty recommendations to improve public sector performance in Wales, including a recommendation to substantially reduce the number of local authorities.

Sir Paul was appointed Officer of the Order of the British Empire (OBE) in 2000 for services to the NHS in Wales, and was the UK President of the Institute of Healthcare Management (IHM) from 2002 to 2005. He was made an Officer in 2009, Commander in 2011, and a Knight of the Order in 2015. He was knighted in the Queen's 2011 Birthday Honours list.

Andy Middleton

Andy MiddletonAndy is a social entrepreneur and Founder / Director of the TYF Group in St Davids. TYF takes 10,000 people a year to play in wild nature, leading school groups on adventures inside and outside the classroom. TYF works with business, government and the third sector to accelerate the speed and scale of change with regard to sustainability.

Through his role at TYF, Andy helps large businesses, social enterprises and charities to connect ideas and actions. TYF was Wales’s first carbon neutral business and is a member of 1% for the Planet. In 2013, Andy launched Slipstream Wales, a 'change project' on a national level intended to bring big business, national and local government together, in order to share the know-how that will accelerate innovation for sustainability.

Andy is an advisor to Swansea and Monmouthshire Councils and advocates principles of sustainability and increased collaboration to reduce the impact of budget cuts. He also works with the Welsh Government on sustainability-related projects.

Andy is Associate Director of INSPIRE, the Institute for Sustainable Practice, Innovation and Resource Effectiveness at the University of Wales, Trinity St Davids, and a director of several other sustainability and development-related businesses. He was a co-founder of BCI-Biomimicry for Creative Innovation, a consultancy specialising in using patterns, principles and experiences in nature to help executives and teams understand and plan for change. He was also a founding partner, speaker and facilitator of the Do Lectures.

Andy was a Council Member of the Countryside Council for Wales for five years and served as an appointed member on the board of the Pembrokeshire Coast National Park Authority.

In his work with Natural Resources Wales, Andy is the Chairman of the Protected Areas Committee, a Member of the Economy, Enterprise and Environment Sub Groups and a Bright Ideas Champion.

Nigel Reader CBE

Nigel ReaderNigel Reader CBE has been a member of HM Treasury’s Financial Reporting Advisory Board as well as a member of the Prince of Wales’s Accounting for Sustainability Advisory Group. He served as a member of the Board of Trustees of the international development charity, WaterAid, from 1999 until 2011 and chaired WaterAid’s audit committee for much of that time.

He is currently a member of the Boards of Natural England and the Marine Management Organisation and chairs the Audit and Risk Committees of both bodies. He is also a trustee and honorary treasurer for an international development charity Excellent Development and is a member of the Audit and Risk Committee of JNCC. He was awarded the CBE in 2007 for services to the natural environment. He chairs Natural Resources Wales's Audit and Risk Assurance Committee and is a member of the Remuneration Committee and the Board's Communities Group.

Dr Ruth Hall CB

Dr Ruth HallWith a professional background in medicine, Ruth practised as a public health consultant in North Wales from 1990 specialising in environmental health, before appointment as Chief Medical Officer for Wales, a post she held from 1997 to 2005.

She was a non-executive director of the Environment Agency from 2005 to 2012 and an expert member of Ofwat's Future Regulation Advisory Panel from 2009 to 2012.

She serves on the Public Health Advisory Committee of the National Institute for Clinical Excellence (NICE) and holds a visiting Chair at the University of the West of England. Ruth is a member of the National Trust Council, the Canal and River Trust Council and their Board in Wales, and is a Governor of the Public Policy Institute Wales, hosted by Cardiff University. She co-Chairs the Mid Wales Healthcare Collaborative.

Ruth leads Natural Resources Wales's Communities Board Group, chairs the National Access Forum Wales, and serves on NRW’s Remuneration, and Audit and Risk Assurance Committees.

Elizabeth Haywood

Elizabeth HaywoodElizabeth Haywood is an experienced SME director, NED and Chair, combining strategic leadership with a solid understanding of governance, financial control and the challenges of building a business. She was the Inaugural winner of the Welsh Woman of the Year Award (1994).

Elizabeth has worked internationally, in Europe and America. She has spent 25 years at the interface between private and public sectors and has experience in regulated industries (transport, energy). She was Director of the CBI in Wales before becoming Managing Director of a recruitment business.

She currently sits on the Boards of SP Energy Networks, Leonard Cheshire Disability and Hendre Group.

Karen Balmer    

Karen BalmerKaren Balmer is a CIPFA qualified accountant and has over 25 years’ experience of financial management, providing both operational and strategic financial leadership within the public, private and not-for-profit sectors.

Karen is currently the Chief Executive of Groundwork North Wales, an environmental charity that works with partners to tackle the social, economic and environmental issues faced by local communities.

She is a Trustee and Director of a number of small charities and has held a number of Board appointments. In 2014 she was appointed to the Board of Agored Cymru as an elected member.

Howard Davies  

Howard DaviesHoward Davies is passionate about the natural environment. He is Chief Executive of the National Association for Areas of Outstanding Natural Beauty and, before this, was Director of Wildlife Trusts Wales.

His career started in farming, later working for various practical conservation focused organisations in the third and public sector, before moving on to work within the Countryside Council for Wales’ Protected Landscapes team.

Howard has a degree in Natural Sciences with Biology, a passionate interest in the relationship between people and place and actively promotes collaboration, consensus building, and an open source approach to tackling environmental issues. He is experienced in strategic planning and team development.Appointed 09 November 2015 for 2 Years


Zoë Henderson

Zoë HendersonZoë Henderson is a farmers daughter from North Wales who read Agricultural Economics at London University before embarking on a 25 year career in business and marketing with The Dow Chemical Company.  During this time, she worked at a senior level in the UK, Europe and the United States in a variety of leadership roles in the crop protection, seeds and biotechnology businesses.

She has wide experience in agriculture, leadership, strategic business development, marketing, new business and human resource development and has always played an active role in industry issues and representation.

Zoë currently serves as a Non-Executive Board member on AHDB Potatoes, a sector of the Agricultural and Horticultural Development Board (AHDB) and is the NRW Board's Equality and Diversity Champion.

She has also provided consultancy support to various projects and businesses, runs a small interiors and curtain business and is managing a project to develop a holiday destination on the family farm in North Wales. She is a Trustee of The Dating Old Welsh Houses Group, a steward at The Royal Welsh Show and sits on various committees.

Chris Blake

Chris BlakeChris Blake is a co-founder of the multi-award winning The Green Valleys Community Interest Company and its subsidiary TGV Hydro Limited – committed to helping communities reduce carbon emissions. He received recognition in the 2010 Wales Green List for his contribution to community sustainability.

He has specific experience in generating renewable energy through micro hydropower and fund-raising for commercial and social enterprises.

He has considerable Board level experience as an Executive and Non Executive Board experience within the publishing sector.

Kevin Ingram (Interim Chief Executive)

Kevin is a member of the Institute of Chartered Accountants and has a BSc in Management Science. He has worked for over 25 years in both private and public sectors, covering a range of businesses from services to manufacturing.

He is experienced in all aspects of finance, from development of strategy to financial governance and reporting and has taken the lead in corporate support services including ICT, business planning, legal, procurement and corporate assets.

He spent over 6 years within the finance function of the Environment Agency, covering both head office and regional functions, including Head of Finance Wales, from 2009 to 2013

Since April 2013 Kevin has been the Executive Director of Finance and Corporate Services for NRW.

He is the interim Chief Executive until Clare Pillman takes up the post in late February 2018.


Board Members' register of interests

In order for Natural Resources Wales to comply with the openness and accountability standards set by the Office of the Commissioner of Public Appointments (OCPA), our Board members are required to declare any interests which may be relevant to the organisation's work.

All Board members are asked to declare any personal and non-personal interests (for example, those relating to university departments for which a member may be responsible) which they feel might conflict with their responsibilities as a Board member, or which may be perceived, by a reasonable member of the public, to influence their judgement.

Board members are asked to declare both financial and non-financial interests.

Members are also asked to declare at the start of Board meetings any specific interests they may hold which are relevant to agenda items. In such cases, the member is asked to withdraw while those specific items are discussed. 

Board members’ allowances

Members of the Board are reimbursed for the costs they incur when travelling on Natural Resources Wales business, including training courses. Costs covered include accommodation, subsistence (including meals and refreshments) and travel.

We recognise that many of our representatives need to travel as part of their everyday business, to ensure that our ambitious business plan targets are delivered. We use the most appropriate methods of travel, and take into consideration sustainability, convenience and efficiency (both for the individual and for Natural Resources Wales), as well as the cost to the organisation.
